Wondering if anyone else is dealing with a similar frustration, or better yet has found a solution (other than kill them all). Have a dozen settlements; at all times 4-6 have the exclamation point next to the happiness level but I can find nothing wrong. Happiness is commonly around 80-84, no 'defend settlement' missions, extra food being produced, extra water being produced, shops, extra beds, electricity with extra left over from requirements, lights, music, etc, etc.

I've made a point at least a dozen times of talking to every resident of several settlements (thus the at least a dozen times) trying to find comments as to what might be wrong. NOTHING, NADA. So, any ideas on what I could be missing or how to fix it would be most appreciated. Thank you for letting me vent, thank you in advance for attempted helpful suggestions. Is each settlements defense higher than food and water produced? If not, raise defense so it's higher than food and water production combined-so if you're making 30 food and 25 water, boost defense to 60.Another complaint may be lack of amenities like shops, a bar and somewhere for them to sit down and eat their food. Try making a restaurant of sorts-add a level 3 bar and a level 3 food trader, add seating for them so they can sit down and eat their food comfortably.Add a Brahmin feeding trough.

This could help boost happiness by bringing in some Brahmin to produce fertilizer (yes, Brahmin shit turns into fertilizer)Make supply lines between settlements. Caravans between your settlements might help boost their happiness too.

Make sure to equip your Provisioner (caravan owner) with decent gear before you send them off. They'll be defending themselves and may sometimes end up in combat because of their dumb pathing. Give them some decent armour like Sturdy Combat/Synth Armour (I prefer Combat so they have balanced defences and don't look like a walking toilet) and give a decently modified weapon like a Plasma Rifle, a Combat Shotgun or if you're feeling generous, a Minigun or Gatling Laser. Provide them with one bullet for said weapons and they'll be able to fire to their hearts content. Make sure you equip it when you trade it to them though (Y/Triangle/Whatever the button is on PC).

I add food, water and electricity (just in case) then get defense at least 10 points above the 3 combined. Caravans link everything and I am currently upgrading them from cage suits to combat armor, they already have laser rifles. Brahmin feeding troughs and Bunker hill trader posts are at all settlements. All settlements also have a level 3 general goods and if not both either a lvl.3 food vendor or bar.I may have to work on seating though. Though each commonly has between 12 and 18 settlers i think most only have 6-8 seats around the tables near the food/drink vendors.

I hope that is it. Something so simple would be nice. Thank you. I'm pretty sure its been mentioned before that there's some kind of bug with settlement happiness and occasionally the food/water/defense/bed stats.

Apparently the game will just hiccup and insert a random problem without there actually being one. The worst I've experienced was my Sanctuary Hills getting wiped out and robbed without a settlement attack notice (fast traveled to Sanctuary, before FT, normal stats, get there, 0 settlers/defence/food/water) so I rebuilt then left. Came back after a mission and everything was back to normal. As in all the missing settlers returned (I know its them coz they're equipped with all the modded weapons and armors I gave them).TL,DR: Settlement system is bugged. Just hope for patch. Yeah my sanctuary hills commonly reports having 0 water as soon as I leave but suffers no ill effects I've ever seen as a result of this. (should be 106 water).

Had not seen the settlement bug mentioned before though, I'm trying to avoid spoilers and such as much as possible. (Still on first character and trying to do a clean/untainted play through my first time.

While in a Settlement, check the Workshop menu to see if there are warning signs next to any of the Settlement stats. To increase happiness, everyone in your settlement needs food, water, a bed, a job, and defense to ward off raiders.

Plant plenty of food. Grab plants you find in the wasteland and plant them together in your settlement. Build a water purifier and hook it up to a general as soon as you can. Build enough beds for everyone in the Settlement.

Make sure they're inside buildings! Nobody wants to sleep outside. Put every Settler to work. Here's what you'll need to do. It's easiest to get 100% happiness in a large settlement. For simplicity's sake, the following tips apply to your first settlement; Sanctuary.

Get 20+ settlers as quickly as you can. Build a Radio Tower and hook it to a generator, then activate it. If you have high Charisma (10 or 11) you can draw in 20+ settlers this way. You can also visit small settlements you've acquired with settlers. Enter Workshop mode and select settlers to send them to different locations. Sent them to Sanctuary until you've got 20 or more.

Food, water, and bed stat numbers must be higher than your number of settlers. Build 20+ beds, 20+ water, and 20+ food. Go nuts with defense.

Build turrets until you've got 160-185 defense in your settlement. You can also build defense walls - make sure to assign settlers to these posts. Traders improve happiness. Star wars valor class cruiser 5. Get the Local Leader perk to rank 2 to unlock stores. Build 15-20 Level 3 Shops; Traders, Clinics, Restaurants and Clothing stores improve happiness. Make sure to assign settlers to run the stores. Clinics improve happiness the fastest.

Building 20+ Surgery Centers will quickly increase happiness. It costs a lot, so come prepared with plenty of caps. If you're waiting for 100% happiness, don't leave the area! Settlers get sad when you're not around. Stay inside the settlement, or use the bell to call everyone over. They're happier the closer you are.

Stay in town and sleep until the 'Benevolent Leader' achievement or trophy pops.
